With over 10 years of industry experience, we deliver innovative engineering solutions to telecom operators, equipment vendors, and enterprise customers across Asia.<\/p>\n<h3>Position Overview<\/h3>\n<p>Phnom Penh, Cambodia<\/p>\n<p>We are seeking an experienced, proactive, and results-oriented Senior HR &amp; Finance officer to lead our Human Resources, Finance, Accounting, Administration, and Purchasing functions.<\/p>\n<p>Reporting directly to senior management, you will play a critical role in strengthening the company&#8217;s operational excellence, financial performance, and organizational capability. This position requires a strategic leader who can build an engaged workforce, improve internal processes, ensure sound financial management, and support the company&#8217;s long-term growth.<\/p>\n<h3>Responsibilities<\/h3>\n<p><strong>Human Resources &amp; Administration<\/strong><\/p>\n<ul>\n<li>Lead all Human Resources functions, including workforce planning, recruitment, onboarding, employee development, performance management, compensation, employee relations, and compliance with labor laws.<\/li>\n<li>Develop HR policies, procedures, and best practices that support business growth and employee engagement.<\/li>\n<li>Build and retain a high-performing team by attracting, developing, and motivating talented employees.<\/li>\n<li>Oversee office administration and ensure efficient day-to-day business operations.<\/li>\n<\/ul>\n<p><strong>Finance<\/strong><\/p>\n<ul>\n<li>Manage the company&#8217;s accounting and financial operations, ensuring accuracy, compliance, and timely financial reporting.<\/li>\n<li>Oversee budgeting, cash flow management, cost control, and financial planning.<\/li>\n<li>Monitor project costs, company expenditures, and financial performance, providing actionable recommendations to management.<\/li>\n<li>Coordinate with external auditors, banks, tax authorities, and financial institutions<\/li>\n<\/ul>\n<ul>\n<li>Collaborate closely with internal departments and external stakeholders, including customers, suppliers, subcontractors, manufacturers, and business partners.<\/li>\n<li>Identify operational risks and implement effective solutions to improve efficiency, productivity, and profitability.<\/li>\n<\/ul>\n<h3>Requirements<\/h3>\n<ul>\n<li>Bachelor\u2019s or master\u2019s degree in accounting, Finance, Business Administration, Human Resources, or a related fieldMinimum<\/li>\n<li><strong>5 years<\/strong> of management experience in HR, Accounting, Finance, Administration, or Office Management.<\/li>\n<li>Strong leadership skills with proven experience managing cross-functional teams.<\/li>\n<li>Sound knowledge of accounting principles, financial management, budgeting, labor laws, and business operations.<\/li>\n<li>Experience in strategic planning, organizational development, and process improvement will be highly regarded.<\/li>\n<li>Experience in the telecommunications, engineering, AI, or technology industries is an advantage.<\/li>\n<li>Proficiency in AI applications and accounting software.<\/li>\n<li>Excellent written and spoken English.<\/li>\n<li style=\"list-style-type: none;\"><\/li>\n<\/ul>\n<h3>How to apply<\/h3>\n<p>Send your CV using the application form on our <a href=\"\/index.php\/careers\/#apply\">Careers page<\/a>, or email it to <a href=\"mailto:hr-cambodia@advance-e.net\">hr-cambodia@advance-e.net<\/a>.
